Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are issued from different nations. Immense energy is expended on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a ability provided through current data. From observation points, defense planes that had been dispatched to counter approaching guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: possibly the approaching threat won't strike its target this time, sparing the city from catastrophe and another blackout.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the early updates: seven people killed, damage and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on external assistance – a need that regional partners are evidently unprepared to replace in the near term.
Ineffective Peace Efforts
The detailed framework from American leadership provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new approach from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, endure.
Political Considerations
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership operates on a assumption understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unfeasible to compel Moscow to surrender the areas that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from thinking that the status quo will not shift further in its benefit in the coming year.
Divergent Views
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but averting a complete military breakdown until situations evolve in its favour.
Current Realities
Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not move to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
