Sheffield Wednesday Confronts Serious Challenges, States New Football Authority

'Our role is integral to football's future' - newly appointed regulator the regulator's chair

The team's ongoing struggles represent a a "significant problem" and the new football authority is looking to gain the ability to look into club affairs in similar circumstances, the recently named head the regulator has announced.

Through a comprehensive talk, the regulator, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

Kogan met with four supporters' associations associated with the Championship side in recent days.

The football club have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the iconic names for football in England and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will enable us to take the club and similar situations submitted for our review if they warrant scrutiny and addressed."

Monetary Issues and Proprietorship Status

The team's struggling chairman the current owner stated during the off-season he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with potential new owners.

Failure to pay player wages on time in spring months caused limitations by the football authorities in mid-year, stopping Wednesday from completing any transfers or loans for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

Kogan said: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a community organization that has existed throughout their lifetimes in many cases.

"I fully appreciate the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the fans themselves."

Inquired if the regulator could force an owner to sell a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and understand the situation, we will."

But Kogan stressed that forcing owners to sell clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"Our least desirable course of action is start getting involved with an particular organization, an particular chairman, without being able to work with that chairman to fix the problems affecting the organization and the owner's facing," the regulator explained.

"But the truth is, when you review the record of the sport, over the past few decades there have been certain proprietors, not many, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to detail the scope of the authority recently and insisted it was a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the significant advances achieved could disappear swiftly," the chairman stated.

"And that's what nobody wants in the context of the English game is a substantial accomplishment - we've got to keep it going.

"Substantial financial resources flowing into the game and has come into football for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on risk and of course, of the immediate future."

Premier League Concerns

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I'm absolutely committed to the achievement and development as an financial organization of the top division.

"As someone who appreciates the apprehension regarding damaging the division as a high-quality offering of this country. But concurrently, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the opposition group in the past.

The official provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any type of partisan engagement."
